Sh. K. Selvakumar, has joined in Cargo discipline on 11.09.1989 immediately after his Post Graduation of Master of Business Administration specialization in Human Resource and Training & Development from Department of Management Studies (DOMS), Madurai Kamaraj University.
He is having three decades of rich experience in the cargo discipline and has served in managerial cadre at IGI Cargo Terminal, Netaji Subhash Chandra Bose Airport-Kolkata, Chennai International Airport, and at the cargo Head Quarters, New Delhi from the time of erstwhile International Airports Authority of India (IAAI) and in Airports Authority of India (AAI) & as an Chief Operating Officer in AAI Cargo Logistics and Allied Services Company Limited (AAICLAS).
He was instrumental in implementation of the Integrated Cargo Management System (ICMS) the cargo IT in the field formations, customized Automated Storage and Retrieval System (ASRS) which is having an annual capacity of more than 7 lakh MT at Chennai Airport, execution of construction of Phase-II, Phase-III terminals, more than 08 airside sheds including expansion of Elevated Transfer Vehicle (ETV) at Phase-II at Chennai Airport.
He has implemented 100% online generation of export TSP receipts & online import EDI segregation reports with Customs ICEGATE during the year 2007 itself. He was instrumental in policy framing for establishing Common User Domestic Air Cargo Terminals (CUDCT) across the country in the period 2012-2016 through Operations and Management (O&M) model as well as AAI self-handling mode. Taken lead role in integrating the International Courier Handling Operations at Chennai Airport in 2016 & ensured Chennai Air Cargo is a Modern and Digitized Integrated Air Cargo Terminal.
He had a major role in the formation of an AAI’s 100% subsidiary company named after AAI Cargo Logistics and Allied Services (AAICLAS) during his stint at AAI Head Quarters in the period 2012-2016.
He has played a major role as Chief Operating Officer (COO) since August 2019, in undertaking Inline Hand Baggage Security System (ILHBS) operations at 11 AAI Airports a different vertical, in establishment of Domestic Air Cargo Terminals with Regulated Agent (RA) status at Surat & Bhopal Airports followed by RA3 facilitations at Chennai and Kolkata Air Cargo Terminals while implementing Cargo Terminal Operator (CTO) concept from Feb’2021, and for approval of AERA tariff for AAICLAS cargo handlings at major Airports for the first control period 2019-20 to 2023-24.
He was actively participated in the handling of Lifeline Udaan Scheme initiated by Ministry of Civil Aviation, Govt. of India and represented MoCA in Central Control Room of the Ministry of Home Affairs during the initial lockdown of Covid-19, in Krishi Udaan Scheme and in the movement of vaccine across the country, during the pandemic period.
He is actively involved in framing policies on air cargo handling in close liaison & association with the Ministry of Civil Aviation, the Ministry of Commerce and Industry, Ministry of Finance and other regulatory authorities of Govt of India and engaged in augment Air Cargo infrastructure, handling capacity and digitization of all processes so as to reduce the dwelling time action of EXIM Cargo at Air Cargo Terminals.
